Inspecting stucco, EIFS, stone, brick, and siding require specific knowledge, skills, experience and certifications. An evaluation report of condition should NOT be based solely upon a handful of test points, testing from the interior, infrared-thermal imaging, particle counter, or non-invasive means. It is most important to note that the person evaluating the property should not have any financial interest or gain in the outcome of the evaluation, such as, performing repair work.
Over 90% of stucco applied in the Northeast Region in the past 15-20 years has been found to be defective and substandard. These properties did not meet the minimum building codes and standards in effect at the time of application. Whether the property is commercial or residential, with hard coat or EIFS, the only way to identify all areas of concern is through a professional stucco inspection by a building science consultant. It is imperative that the consultant is going to identify if the application was code compliant at the time of construction as this protects the property owner from future litigation.
